POLICING IN A WAR ZONE: ONE YEAR IN AFGHANISTAN!

President Jean-Marc had the honor of introducing his friend, retired RCMP colleague William C. Malone, who was born in the central Newfoundland town of Buchans. He spent his formative years in Mount Pearl and upon graduation from high school he attended St. Francis Xavier University in Antigonish, Nova Scotia graduating in 1987 with a Bachelor of Business Administration Degree. In 1988 he joined the Royal Canadian Mounted Police (RCMP) and served in the provinces of New Brunswick, Ontario and in Newfoundland and Labrador. He retired from the RCMP in 2015. William C. Malone served as the deputy Canadian police commander in Kabul, Afghanistan, from May 2011 to May 2012 and it is in that context he joined us today to share with us what the above title encompasses. 
Bill Malone began by indicating that this was the most challenging and rewarding experience of his RCMP career. Afghanistan is about the size of Alberta, has a population of 37 million (2018); its capital, Kabul, has a population of 3 million, and is relatively close to the disputed border with Pakistan. The country has 157,000 police officers plus 1,000 firefighters who are closely aligned to the police. 10 police Officers are killed every 24 hours in Afghanistan, so the role could seen as "unsafe". The country's geography is very rugged which serves the Taliban well, as they are very familiar with the land. Major policing challenges relate to systemic corruption and organized crime. Kabul, as larger cities in the country, is loud and busy and daily life can shift from "peaceful" to "chaotic" very quickly. The US, which invests billions of dollars training the Afghan military, is in charge of the military environment, stemming from the 9/11 attack on three targets in the United States. The Canadian commitment to enhancing policing service faced a number of additional challenges, including developing respect for cultural values and beliefs; insider threats making sure one does not dress down the opposition; creating respect for human rights; and, maintaining a "police identity" which is separate and distinct from a military posture - understand the role is one of maintaining "peace". After being in Afghanistan for eleven years, Canada's Mission there ended in March 2014.
Canadian citizens might wonder, "Did we make a difference, in this land of seemingly endless conflict"? To this valid question our distinguished Guest provided 10 positive responses - and to get those please view video and appreciate the commitment and dedication of those who served.

  • In the absence of Pat Dell, PP Jack Wozniak was the Sergeant–At-Arms and immediately contributed $10.00 - he is off to Calgary to pick up their children and have them finally bring the extended summer holiday to an end (it sounded like an "O' Happy Day" song;
  • Cory Daly, whose wife is a teacher, also expressed his pleasure with bringing the winter/spring/summer holiday to end, and then fumbled for words should he have to explain this to someone other than persons on this ZOOM call;
  • Joyce and Dennis Butler had a wonderful dining experience at Eastside Earl's, when they were selected to receive their very fine dinner compliments of the facility;
  • Doug Mortin gave a final reminder that on Saturday, he, Peter Neufeldt and 7 other riders and 2 passengers will be off on the 11th annual Ripple Effect Fund Raiser Ride - just shy of $11,000.00 raised at this point - so you still have a chance to add to the total;
  • To all the Riders thank you for continuing to make a difference;
